카자흐스탄에서 Orbislo를 쓸 때 일반적인 다운로드 속도: 51 Mbps. 아시아 중앙값 43.9 Mbps와 거의 같은 수준이에요. 다시 말해 카자흐스탄에서는 연결을 딱히 의식할 일이 없다는 뜻이고, 좋은 의미로 그래요.
10 퍼센타일은 12 Mbps예요. 중앙값과 하한 사이의 이 정도 간격은 흔하지만, 답답함이 생기는 지점도 여기예요. 평소에는 빠르고, 가장 붐비는 몇 퍼센트의 순간, 대개 출퇴근 시간대의 역이나 공항에서 눈에 띄게 느려져요.

어떤 통신망을 쓰게 되나요
카자흐스탄에서 Orbislo는 Kcell 및 Beeline 망으로 트래픽을 보내요. 휴대폰이 둘 중 하나에 묶이지 않아요. 붙어 있던 망이 혼잡해지거나 끊기면 프로파일이 다른 쪽으로 옮겨 줘요. 확인 창도 없고, 연결이 계속 살아 있었다는 결과 말고는 알아챌 것도 없어요.
이건 겉으로 보이는 속도보다 중요해요. 지금 팔리는 여행용 eSIM은 거의 모두 나라별로 제휴 계약 하나를 되파는 구조라, 그 망이 한 시간 상태가 나쁘면 그 시간을 그대로 같이 겪고, 방법은 다른 회사 eSIM을 하나 더 사는 것뿐이에요. 뒤에 망이 여러 개 있는 프로파일은 사용자가 보지 못하는 곳에서 판단을 내릴 수 있어요.

카자흐스탄용 100 MB 요금제는 ₩0부터이고, 1 기가에 ₩0예요. 업체를 비교할 때 볼 숫자는 이거예요. 용량이 다른 요금제에 붙은 표시 가격은 아무것도 알려 주지 않으니까요.
대부분의 업체가 굳이 시켜 보고 싶어 하지 않는 비교가 실제로 쓴 기가당 단가예요. 여행 데이터에 관한 독립 조사들은 구매한 데이터 가운데 유효기간으로 사라지는 비율을 20에서 35 퍼센트로 봐요. 30일에 만료되는 요금제는 다 쓰지 못한 몫을 그냥 지우니까요. Orbislo 데이터에는 만료일이 없어서, 돈을 낸 기가는 다음 여행에도 그대로 남아 있어요. 같은 표시 가격이라면 실제로 쓸 수 있는 데이터가 25에서 40 퍼센트 늘어나는 셈이고, 카자흐스탄에서는 실질 단가가 1 기가 ₩0보다 ₩0에 가까워진다는 뜻이에요.
만료가 없으니 카자흐스탄용으로는 필요하다고 생각하는 양보다 조금 적게 사고 모자라면 충전하는 게 가장 싸요. 충전은 10초쯤 걸리고 따로 설치할 것도 없어요. 많이 사 두는 건 다른 데서는 비싼 실수지만 여기서는 손해도 이득도 아니에요.
카자흐스탄에 도착하면
출발 전에 집 WLAN에서 설치하세요. 믿을 만한 연결이 있을 때 프로파일을 내려받아 두면, 카자흐스탄에 내려 Kcell 망에 붙을 때까지 조용히 대기만 해요.
내려서 확인할 건 하나뿐이에요. Orbislo 회선에서 데이터 로밍을 켜야 해요. iOS와 안드로이드 모두 기본값이 꺼짐이고, 여기서 말하는 로밍은 요금과 아무 상관이 없어요. 선불 요금제라 올라갈 청구서 자체가 없거든요. Orbislo 회선만 켜고 원래 쓰던 회선은 꺼 두면, 평소 번호로 전화와 은행 인증 코드를 그대로 받으면서 돈은 들지 않아요.

위 수치는 카자흐스탄 전체에 대한 것이라, 전국 수치는 실제 차이를 가려요. Almaty 및 Astana는 따로 수치를 공개해요. 수도와 해안 도시의 차이가 나라와 나라의 차이보다 큰 경우가 많으니까요.
도시를 벗어나면 커버리지는 어디서나 같은 모양이에요. 주요 도로와 관광 동선은 잘 잡히고, 산간과 바다에서는 얇아져요. 여행용 eSIM으로 바뀌는 부분은 아니에요. 현지 주민이 쓰는 것과 같은 물리 망이니까요. 여러 망을 쓰는 프로파일이 바꾸는 건, 그 자리에 있는 기지국 가운데 어느 것을 쓸 수 있느냐예요.
카자흐스탄에서 제한되는 것
- Biometric SIM activation: Under Article 35 of the Communications Law, a Kazakh mobile contract cannot be concluded without biometric identification of the subscriber. A new local SIM starts working only after a face check against the holder's identity document, done in the operator's app, at an operator office or where the SIM was bought.
- Foreign passport for biometrics: A foreign visitor passes the biometric check with a foreign passport that carries a machine readable zone, the two lines of code at the bottom of the photo page. The app scans the passport page first and then takes a selfie to match the face to the document.
- IMEI verification with a local SIM: A visitor using a Kazakh SIM must verify the phone's IMEI online, which needs a border crossing certificate from the QazETA app and a Kazakh individual identification number, the IIN. Without verification the local SIM is blocked after 30 days and no other local SIM can be activated.
- Which devices must be registered: Handset registration has been mandatory since 1 January 2019 under Article 36-2 of the Communications Law. It covers phones, tablets, modems and watches that take a SIM card, while machine to machine devices such as GPS trackers, alarm systems and payment terminals are exempt.
- Registering as a non-resident: A non-resident with a Beeline number registers the handset by dialling *693# and entering the foreign passport number, by calling the short number 6914, or in person at a Beeline office. A dual SIM phone has two IMEI codes, and each one in use must be registered.
- Duplicated IMEI codes: Since 1 January 2019 a handset with a non-unique IMEI, the duplicated code typical of counterfeit copies of branded phones, cannot be registered on Kazakh networks, and operators may not serve unregistered devices, so such a phone cannot be used with a local SIM.
- Internet shutdown, January 2022: During the unrest that began in Zhanaozen on 2 January 2022 over energy price rises, the President replaced the government, declared a state of emergency and disrupted internet access, so connectivity has been cut before when serious unrest broke out.
- Website blocking: The US State Department's 2023 human rights report records that the government blocked or slowed access to opposition websites, some news sites from neighbouring countries and Change.org, and that Freedom House reported internet throttling during local protests.
카자흐스탄에서 알아두면 좋은 것
- 카자흐스탄은 나라 안으로 들여와 카자흐스탄 통신망에서 쓰는 모든 단말기를 식별 코드로 등록하도록 요구하고, 그 등록이 진행되는 동안 사업자는 해당 기기의 서비스를 멈춥니다.
- 등록 규정은 로밍으로 카자흐스탄에 있는 기기를 예외로 빼 둡니다. 그래서 외국 사업자 유심을 그대로 쓰는 단말기는 아예 데이터베이스에 들어가지 않습니다.
- Kazakhstan's emergency numbers are 101 for fire, 102 for police, 103 for an ambulance and 112 for the emergency and rescue service.
- Mobile coverage can be extremely limited in remote areas. Almaty's emergency numbers are 109 or 112, its round the clock rescue services are based in Shymbulak gorge and at Big Almaty Lake, and the city has placed 18 refuges with first aid kits and SOS buttons in remote mountain areas.
- A local SIM receives updates from 112, such as road closure warnings, in Kazakh and Russian. English language road alerts are published on the QazAvtoJol website, which is worth checking before a long drive between cities.
- The government's IMEI checker at imei.rfs.gov.kz, also available in the eGov Mobile app, shows whether a handset has been verified. Dialling *#06# displays the IMEI, and the check is worth running before buying a used phone inside the country.
- Kcell has installed self-service SIM terminals that use biometric identification for buying a new or replacement SIM, topping up a balance and installing an eSIM on a device, so the face check can be done without a sales assistant.
- Kazakhstan raised its standard VAT rate from 12 to 16 percent in January 2026, and Beeline Kazakhstan's parent company reported that the increase held back its revenue growth in the first quarter of that year.
