在墨西哥，44 Mbps 實際代表什麼

在墨西哥使用 Orbislo 的一般下載速度：44 Mbps。這明顯高於北美的中位數 34 Mbps。

第十百分位是 10 Mbps。中位數和下限之間有這樣的落差很常見，煩躁也就從這裡來：多數時候很快，在最擁擠的那幾個百分比的時刻明顯變慢，通常發生在尖峰時段的車站和機場。

多數旅客會做的事都夠用：地圖、通訊軟體、視訊通話、高畫質串流，以及開熱點給筆電處理日常工作。但還不到可以隨手上傳一整天 RAW 照片的程度。

你會連上哪些電信網路

這件事比檯面上的速度更重要。現在市面上的旅行 eSIM 幾乎都只是把每個國家的單一上游合約轉賣出去，所以那個網路狀況不好的那一小時，你就跟著不好，唯一的辦法是再向別家買第二張 eSIM。背後有多個網路的設定檔，可以替你做一個你永遠不會看到的決定。

墨西哥的 5G：有，非獨立組網。值得知道的是，旅行設定檔能用 5G 是常態而非特例，真正決定旅程體感的是上面那個第十百分位，不是狀態列上的世代標示。

只接一家電信商的業者，做不到這個切換。

在墨西哥的上網費用

墨西哥的 100 MB 方案從 $0.30 起，換算下來每 GB 是 $0.00。比較不同業者時該看的就是這個數字，因為掛在不同流量上的標價其實什麼都說明不了。

多數業者不太希望你做的比較，是實際用掉的每 GB 成本。針對旅行數據的獨立調查指出，購買的流量中有 20% 到 35% 因為過期而消失，因為第三十天到期的方案會直接刪掉你沒用完的部分。Orbislo 的流量沒有到期日，你付過錢的那一 GB，下一趟旅行還在。同樣的標價，等於多出 25% 到 40% 真正能用的流量；在墨西哥，這代表實際成本比較接近每 GB $0.00，而不是 $0.00。

因為不會過期，買墨西哥的流量最省的方式，是買得比你以為需要的少一點，不夠再加值。加值大約十秒就好，也不用安裝任何東西。買太多在別的地方是昂貴的錯誤，在這裡只是沒差。

抵達墨西哥之後

出發前先在家裡的 WLAN 上安裝。設定檔會在你還有可信任的連線時下載完成，接著就靜靜待著，直到你降落在墨西哥並連上 Telcel。

落地後只有一件事要檢查：Orbislo 這條門號的數據漫遊必須打開。iOS 和 Android 預設都是關閉的，而這裡的漫遊跟資費無關，因為方案是預付的，根本沒有帳單會被灌爆。把 Orbislo 那條打開、原本那條關著，你原本的號碼就能繼續接電話和銀行驗證碼，而且不會產生費用。

墨西哥各地的涵蓋情形

上面的數字是整個墨西哥的數字，而全國數字會蓋掉真實的差異。我們另外公布Mexico City、Cancun、Tulum 和 Oaxaca的數字，因為首都和海邊小鎮之間的差距，往往比兩個國家之間還大。

離開城市之後，涵蓋情形和世界各地一樣：主要幹道和觀光廊帶訊號良好，進到山區和水上就變薄。沒有任何旅行 eSIM 能改變這件事，因為用的是當地居民同一套實體網路。多網路設定檔能改變的，是你可以使用現場哪一座基地台。

在墨西哥辦當地 SIM 卡

在 Mexico 販售的每一張 SIM 卡，不論實體卡或 eSIM，在連結到持有人之前都只能撥打緊急號碼。外國訪客以護照或外國人臨時 CURP 完成身分識別，連結可以在業者櫃檯辦理，也可以在一個同時要求活體檢測的平台上遠端辦理。

在墨西哥受限的服務

Handsets without Mexican type approval: Mexican operators may not activate handsets that lack Mexican type approval. The security and justice guidelines exempt any device using international roaming, which is how a travel eSIM connects, so a foreign phone on a roaming plan is not caught by the rule.
Stolen, lost and cloned IMEIs: Operators must check every handset joining their networks against a register of IMEIs reported stolen, lost or duplicated, refreshed and swapped between operators every 24 hours. The register must also hold devices reported in countries that have signed agreements on this with Mexico.

關於墨西哥值得知道的事

透過國際漫遊進到 Mexico 的門號目前不在這套連結制度之內。規則的第九項過渡條文規定，主管機關要等到 2026 年足球世界盃結束之後，才會訂出漫遊門號要如何連結。
始終沒有連結到持有人的 Mexico 門號會被關閉，之後只能接收全國警報訊息，以及撥打緊急號碼和市民服務號碼。
在 Mexico，一個人最多持有 10 個已連結的行動門號。公司不在這個上限之內，而獨資業者要取得同樣待遇，必須提出稅務狀態證明。
Calls to 911 and to the 089 anonymous report line are free and unrestricted, including from a phone with no credit or with restricted service. Operators may not bill the caller for those calls or for the texts, data SMS and HTTPS messages tied to an emergency call.
Calls and texts to 911 must reach the emergency centre with the caller's real time position, taken from the handset or the network, with Advanced Mobile Location among the first methods operators are told to use.
911 is the single number for medical, security and civil protection emergencies anywhere in Mexico, and 089 is the separate line for reporting a crime anonymously.
The emergency and citizen service numbers an unlinked Mexican line can still dial are 911, 089, 088, 074 and 079, together with the operator's own customer service line.
Linking a Mexican line to its holder costs nothing. Operators may not charge for linking, unlinking or checking which lines sit in a person's name, and the platforms for it must open free on prepaid or postpaid lines whatever the balance.
Thirty days after the linking rules took effect, retailers could sell only switched off SIM cards and eSIMs. The exception is a SIM that is technically unable to make voice calls, send texts or place calls over the internet.
When the authorities declare an emergency or disaster, operators must switch on new lines in the affected zone with full service and no linking for fifteen days, or longer if the regulator decides. After that the lines are disabled until linked.
On 25 June 2026 the regulator gave unlinked prepaid lines individual deadlines set by the last digit of the number, falling between August and December. Postpaid lines, already tied to a person when contracted, need no new step.
Prepaid credit left unused when it expires is not lost. Under the 2025 telecommunications law it must be added back to the line if the holder tops up again within a year of the expiry date.
Mexican law requires internet access to be delivered at the contracted capacity, speed and quality whatever the content, origin, destination, device or application, so an operator may not treat a calling or messaging app differently from other traffic.
Operators must block content, apps or services when a subscriber expressly asks, and the law forbids stretching such a block to anything the subscriber did not request or using it to harm internet services and applications arbitrarily.
Mexican operators must hand over mobile handsets unlocked on both prepaid and postpaid plans, so a phone bought from a Mexican operator works on any technically compatible network.
