在卡達，101 Mbps 實際代表什麼

在卡達使用 Orbislo 的一般下載速度：101 Mbps。這明顯高於中東的中位數 72 Mbps。

第十百分位是 33 Mbps。中位數和下限之間有這樣的落差很常見，煩躁也就從這裡來：多數時候很快，在最擁擠的那幾個百分比的時刻明顯變慢，通常發生在尖峰時段的車站和機場。

在卡達受限的服務

VoIP calling: Qatar's telecom regulator states that no law or rule prohibits using voice over internet protocol for your own calls. What the Telecommunications Law 34 of 2006 forbids is selling VoIP calls or services to the public without a licence, which the policy says only the two network operators hold.
Posting online: Qatar has strict privacy laws. Posting messages, videos or photos that appear to insult or slander people, or that are culturally insensitive, may be treated as a crime, and people have been detained, prosecuted and convicted over such posts.

關於卡達值得知道的事

Qatar 的主管機關命令兩家行動業者在 2025 年十二月 31 日前關閉第三代服務，同時禁止進口只支援第二代和第三代技術的手機，所以沒有 4G 和 LTE 語音的舊手機在這裡找不到可以待的網路。
帶進 Qatar 的無線電和電信設備由主管機關檢驗後放行，而只有在設備已持有型式認證證書，並在需要時也持有無線電頻譜執照或進口許可的情況下，才會進入放行的審查。
Ooredoo lets foreign visitors buy a prepaid eSIM or physical SIM online by confirming their identity with passport details. The eSIM arrives as a QR code when the order is placed and activates once it connects to the network; physical SIMs are delivered anywhere in Qatar.
Ooredoo's visitor SIM is sold on arrival at Hamad International Airport, at the Qatar Duty Free store in the baggage hall, at Ooredoo kiosks by exits 2, 3 and 4 and a Day2Day store in the arrivals hall, and at the Bu Samra land border.
An Ooredoo visitor SIM line is valid for one month and recharging extends it. The data in its bundle works inside Qatar only and cannot be used while roaming abroad.
In Qatar the telephone number for ambulance, fire and police alike is 999, a single emergency line covering all three services.
Under a 2020 regulator decision drawn up with the Ministry of Interior, the mobile operators connect to the ministry's emergency platform so that warnings reach every phone in an affected area by cell broadcast, in several languages.
Roaming between Gulf Cooperation Council states is price capped by a regional regulation phased in from April 2016. Since 1 April 2019 Qatar's providers may charge no more than QAR 1.82 per megabyte for data roaming elsewhere in the GCC, and may price below that ceiling.
A mobile connection fault reported to the operator and left unresolved for 48 hours can be taken to the regulator, on hotline 103 or +974 4406 9938 from abroad, by email or through the Arsel app. Complaints about other matters qualify after 30 days.
Calls from local companies to Qatari mobile numbers show the caller's name before the call is answered, under a scheme the regulator built with Ooredoo and Vodafone against scam calls. It started with company landlines and extends to business mobile numbers.
