エチオピアの 21 Mbps が実際に意味すること
エチオピアで Orbislo を使ったときの一般的なダウンロード速度：21 Mbps。アフリカの中央値 30 Mbps は下回ります。現地で驚くより先に、前提として計画に入れておいてください。
十パーセンタイルは 5 Mbps です。中央値と下限のこの差は珍しくありませんが、ストレスが生まれるのもここです。ふだんは速く、いちばん混み合う数パーセントの場面、たいていはラッシュ時の駅や空港で、はっきり遅くなります。
地図、メッセージ、配車アプリ、決済アプリはどれも問題なく動きます。ビデオ通話はつながりますが画質は落ちますし、動画配信は自動のままより標準画質に固定したほうが安定します。ノート PC のテザリングはメールや書類向きで、通話には向きません。
接続するネットワーク
エチオピアでは、Orbislo は Ethio Telecom、Safaricom を使って通信します。端末はそのどちらか一方に縛られません。つないでいるネットワークが混雑したり切れたりすると、プロファイルがもう一方へ移します。確認画面は出ず、気づくのは通信が途切れなかったという結果だけです。
これは表示速度よりも効いてきます。いま売られている旅行用 eSIM のほとんどは、国ごとに一つの提携契約を再販しているだけです。そのネットワークの調子が悪い時間帯は、そのまま自分の悪い時間帯になり、逃げ道は他社の eSIM をもう一枚買うことしかありません。複数のネットワークを持つプロファイルは、利用者が見ないところで判断を下せます。
エチオピア の 5G: 4G のみ。十分に整備された 4G のセルは、混雑した 5G のセルを楽に上回ります。上の数値が世代ではなくスループットなのはそのためです。
エチオピアのデータ料金
エチオピア向けの 1 GB プランは ￥2,490 からで、1 ギガあたり ￥2,490 です。事業者を比べるときに見るべきはこの数字です。容量の違うプランに付いた表示価格を並べても、何もわかりません。
多くの事業者があまり比べてほしくないのが、実際に使えたギガあたりの単価です。旅行用データの独立調査では、購入したデータのうち有効期限で消えてしまう割合は 20 から 35 パーセントとされています。三十日で切れるプランは、使いきれなかった分をそのまま削除するからです。Orbislo のデータに有効期限はないので、支払ったギガは次の旅行にもそのまま残ります。同じ表示価格でも使えるデータは 25 から 40 パーセント増える計算で、エチオピアでいえば実質の単価は 1 ギガ ￥2,490 ではなく ￥1,793 に近づきます。
期限がないので、エチオピア向けに買うときは、必要だと思う量より少し少なめに買って、足りなくなったらチャージするのがいちばん安く済みます。チャージは十秒ほどで終わり、インストールも不要です。買いすぎは他社では高くつく失敗ですが、ここでは損も得もありません。
エチオピアに到着したら
出発前、自宅の WLAN でインストールしてください。信頼できる回線があるうちにプロファイルをダウンロードしておけば、あとはエチオピアに着いて Ethio Telecom につながるまで、静かに待っているだけです。
着いてから確認することは一つだけです。Orbislo の回線でデータローミングをオンにしてください。iOS でも Android でも初期状態はオフです。ここでいうローミングは料金とは無関係で、プランは前払いなので請求が膨らむことはありません。Orbislo の回線だけオンにし、ふだんの回線はオフのままにしておけば、いつもの番号で通話も銀行の認証コードも受け取れて、費用はかかりません。
エチオピアで現地 SIM を買うには
訪問者が SIM を登録するには、有効なパスポートに加えて、現地の住所 (ホテルでもかまいません) と、滞在中に連絡が取れる番号が必要です。手続きは、代理店の担当者の前に本人が出向いて行います。
エチオピアで制限されていること
- ソーシャルメディア: Facebook, Telegram, TikTok and YouTube were blocked nationwide from 9 February 2023 amid a church split and calls for protest, and the block lasted 157 days until mid-July 2023. Only users on a VPN could reach them during that period.
- Satellite phones: Bringing a satellite phone into or out of Ethiopia is illegal without prior approval from Ethiopian customs and the Information Network Security Agency. The same rule covers binoculars and drones, so leave them at home unless the permit is arranged first.
エチオピアで知っておきたいこと
- エチオピアの SIM 登録に関する指令は、外国の事業者が発行したカードには及びません。エチオピアの通信網でローミングしている利用者も対象外です。
- On 3 August 2023 the authorities ordered operators in the Amhara region to cut mobile and fixed internet and block WhatsApp, Facebook and X. Service returned to 19 Amhara towns including Bahir Dar and Gondar around 14 July 2024, after 346 days.
- Ethiopia has also gone fully offline nationwide, most recently for 23 days from 30 June to 23 July 2020. Businesses that run on the internet, ride-hailing services among them, were badly restricted, so offline maps and saved bookings are worth carrying.
- In June 2019 Ethio Telecom cut the whole country's internet several times during national school exams, followed by blocks on WhatsApp and Telegram and disrupted SMS. Exam season in June is a period when access has been restricted before.
- The UK government warns that protests and strikes in Ethiopia can happen with little or no notice and can bring temporary closures of roads, internet and mobile networks, and it describes mobile networks as inconsistent and unreliable.
- For emergencies in Ethiopia the UK government lists 911 for police and 907 for an ambulance in Addis Ababa. Save both numbers before you travel.
- Beyond your passport, the SIM directive lets the seller record a recent photograph and any biometric data available. No one may register a SIM on your behalf, since proxy registration is banned except for a guardian registering a child.
- The registration directive applies equally to built-in SIMs and SIM-enabled devices, so an eSIM from an Ethiopian operator cannot be activated until the owner's details are registered. A card left unused for six months is deactivated unless the owner has told the operator in advance that it will sit idle.
- An Ethiopian SIM cannot simply be handed to someone else. Transferring a registered number requires an application to the operator, and the new holder must go through the full registration again with their own documents.
- Operators pass every registration to the Ethiopian Communications Authority's central National Subscriber Registry within 72 hours. Nobody may access those records without the Authority's permission or a court order.
