リビアの 20.1 Mbps が実際に意味すること
リビアで Orbislo を使ったときの一般的なダウンロード速度：20.1 Mbps。アフリカの中央値 30 Mbps は下回ります。現地で驚くより先に、前提として計画に入れておいてください。
地図、メッセージ、配車アプリ、決済アプリはどれも問題なく動きます。ビデオ通話はつながりますが画質は落ちますし、動画配信は自動のままより標準画質に固定したほうが安定します。ノート PC のテザリングはメールや書類向きで、通話には向きません。
接続するネットワーク
リビアでは、Orbislo は Libyana、Almadar Aljadid、Hatef Libya を使って通信します。端末はそのどちらか一方に縛られません。つないでいるネットワークが混雑したり切れたりすると、プロファイルがもう一方へ移します。確認画面は出ず、気づくのは通信が途切れなかったという結果だけです。
これは表示速度よりも効いてきます。いま売られている旅行用 eSIM のほとんどは、国ごとに一つの提携契約を再販しているだけです。そのネットワークの調子が悪い時間帯は、そのまま自分の悪い時間帯になり、逃げ道は他社の eSIM をもう一枚買うことしかありません。複数のネットワークを持つプロファイルは、利用者が見ないところで判断を下せます。

リビアのデータ料金
リビア向けの 500 MB プランは ￥5 からで、1 ギガあたり ￥0 です。事業者を比べるときに見るべきはこの数字です。容量の違うプランに付いた表示価格を並べても、何もわかりません。
多くの事業者があまり比べてほしくないのが、実際に使えたギガあたりの単価です。旅行用データの独立調査では、購入したデータのうち有効期限で消えてしまう割合は 20 から 35 パーセントとされています。三十日で切れるプランは、使いきれなかった分をそのまま削除するからです。Orbislo のデータに有効期限はないので、支払ったギガは次の旅行にもそのまま残ります。同じ表示価格でも使えるデータは 25 から 40 パーセント増える計算で、リビアでいえば実質の単価は 1 ギガ ￥0 ではなく ￥0 に近づきます。
期限がないので、リビア向けに買うときは、必要だと思う量より少し少なめに買って、足りなくなったらチャージするのがいちばん安く済みます。チャージは十秒ほどで終わり、インストールも不要です。買いすぎは他社では高くつく失敗ですが、ここでは損も得もありません。
リビアに到着したら
出発前、自宅の WLAN でインストールしてください。信頼できる回線があるうちにプロファイルをダウンロードしておけば、あとはリビアに着いて Libyana につながるまで、静かに待っているだけです。
着いてから確認することは一つだけです。Orbislo の回線でデータローミングをオンにしてください。iOS でも Android でも初期状態はオフです。ここでいうローミングは料金とは無関係で、プランは前払いなので請求が膨らむことはありません。Orbislo の回線だけオンにし、ふだんの回線はオフのままにしておけば、いつもの番号で通話も銀行の認証コードも受け取れて、費用はかかりません。
リビア各地のつながりやすさ
上の数値はリビア全体のもので、全国の数値は実際の差を覆い隠します。Tripoli、Benghazi、Az Zāwīyahについては個別の数値を公開しています。首都と海沿いの町の差は、国と国の差より大きいことが多いからです。
都市を離れると、つながり方はどこの国とも同じです。幹線道路と観光ルートはよく整備され、山間部と海上では薄くなります。旅行用 eSIM でこれは変わりません。現地の人が使っているのと同じ物理ネットワークだからです。複数ネットワークのプロファイルが変えるのは、その場にある基地局のうちどれを使えるかという点です。
リビアで現地 SIM を買うには
Libyana は、外国の利用者を自社のサービスセンターで、本人が出向いてパスポートの原本を示す形で登録します。窓口では 5 ディナールを支払います。外国の契約者が自分の名義で持てる Libyana の回線は 2 本までです。
リビアで制限されていること
- Encryption tools: Libya's Law No. 5 of 2022 on combating cybercrime says no person or body may produce, possess, provide, distribute, market, manufacture, import or export means of encryption without a licence or permit from the National Information Security and Safety Authority.
- Online content monitoring: The 2022 cybercrime law lets the National Information Security and Safety Authority monitor what is published online and block material it considers a threat to social stability or peace. Electronic messages and conversations may only be monitored under an order from the competent judge.
- Blocked websites: The same law requires the National Information Security and Safety Authority to block websites and pages that show pornographic material or content against public morals, or that promote prostitution, and to prevent access to them.
リビアで知っておきたいこと

- Libya has one emergency number, 1415, for ambulance, fire and police alike. It is worth saving in your phone before you travel.
- When Storm Daniel struck eastern Libya in September 2023, the flooding badly damaged telecommunications networks along with hospitals, and Tripoli and Misrata flooded again in December 2024. Severe weather can take mobile service down in affected areas.
- After the September 2023 floods, internet and telephone service in Derna was cut during protests. The state telecoms holding company blamed severed fibre optic cables and said service returned within the day, while other reports say the eastern armed forces kept the shutdown in place for four days.
- In October 2023 the eastern armed forces shut down internet access in Benghazi for more than a week during a military operation, and an outage of about five hours hit Tobruk in August 2022 while their commander was visiting the city.
- A localised internet shutdown lasting around 12 hours hit Tripoli in May 2025 during antigovernment protests. Most providers saw only reduced bandwidth, but at least one reported losing service completely.
- In 2017 Libya's mobile operators switched off phones registered to foreign subscribers, saying lines opened in migrants' names were being misused. Libyana and Almadar said foreign residents could reactivate their SIM cards by producing a valid visa and passport.
- A foreigner convicted of any offence under Libya's 2022 cybercrime law is expelled from the country by order of the court, on top of whatever prison term or fine the law sets for that offence.
- Communications outages have also followed demonstrations in Sirte, and in September 2022 internet service was cut in the Abu Hadi area south of Sirte when eastern forces besieged it during what they called a security campaign.
