- Estonia's public warning system, EE-ALARM, texts phones in a danger zone during fires, chemical accidents or security threats. Phones with a foreign SIM receive the alert from +372 5950 0000 instead, because a named sender could be filtered as spam; that number cannot be called back.
- EE-ALARM messages go only to phones attached to masts inside or at the edge of the risk area, so two people on the same street can get different results. A final all clear is also sent to phones that were alerted earlier and have since left.
- In an emergency or war the Estonian state can switch on domestic roaming, letting phones use any operator's network. Activation is announced publicly, and you may need to turn off automatic network selection and pick another network by hand.
- During a wider communications outage the state warns that card payments and Mobile-ID and Smart-ID logins may stop working, and advises hourly radio news, which also plays in a car, as the fallback for official information.
- Around Lake Peipus and Narva, phones can latch onto a Russian network because Estonian operators must turn their signal down near the border. Each megabyte used on a Russian network can cost several euros, so switch to manual network selection in those areas.
- On ferries far from shore, such as the Tallinn to Stockholm route, a phone with no land signal can connect to a satellite network at sea. Tele2 quotes 18 euros per megabyte for that link, so keep data off unless you truly need it.
- The state helpline 1247 answers around the clock in Estonian, Russian and English for questions that are not emergencies, and it is free to call from every Estonian network. In a major incident it becomes the official crisis information line.
- People who cannot speak or hear can text 112 in Estonian, Russian or English, and the message is free on every Estonian network. Texts from numbers pre-registered for the SMS-112 service reach the emergency centre at once; others arrive with a delay.
- Since 1 May 2025 Estonia's numbering plan caps the standard price of calling a service short number at no more than a call to an ordinary Estonian landline or mobile number, which keeps short-code calls on a local SIM at ordinary call prices.
- Outdoor warning sirens cover Tallinn, Tartu, Narva, Pärnu and 18 other towns and sound only when lives are directly at risk. If you hear one, go indoors at once; the instructions then arrive by EE-ALARM text and through the media.
- Scam calls into Estonia increasingly come from SIM boxes inside the country loaded with Estonian prepaid cards, which lets them slip past the filters operators run at the national border. A local caller ID is therefore no proof that a call is genuine.
