在法國，71 Mbps 實際代表什麼

在法國使用 Orbislo 的一般下載速度：71 Mbps。這和歐洲的中位數 71 Mbps 差不多。換句話說，在法國連網這件事不太會讓你注意到它，而這是好事。

第十百分位是 19 Mbps。中位數和下限之間有這樣的落差很常見，煩躁也就從這裡來：多數時候很快，在最擁擠的那幾個百分比的時刻明顯變慢，通常發生在尖峰時段的車站和機場。

這個速度下，手機上做的任何事都不會被連線拖住。視訊通話很順，筆電開熱點可以撐一整個工作天，大批照片備份也不必特地安排時間。

你會連上哪些電信網路

在法國，Orbislo 透過 Orange 和 SFR 傳送你的流量。你的手機不會被綁在其中一家。當你所在的網路壅塞或斷線時，設定檔會把你換到另一家，過程沒有任何提示，你唯一會察覺到的就是連線一直沒斷。

這件事比檯面上的速度更重要。現在市面上的旅行 eSIM 幾乎都只是把每個國家的單一上游合約轉賣出去，所以那個網路狀況不好的那一小時，你就跟著不好，唯一的辦法是再向別家買第二張 eSIM。背後有多個網路的設定檔，可以替你做一個你永遠不會看到的決定。

法國的 5G：有，非獨立組網。值得知道的是，旅行設定檔能用 5G 是常態而非特例，真正決定旅程體感的是上面那個第十百分位，不是狀態列上的世代標示。

只接一家電信商的業者，做不到這個切換。

在法國的上網費用

法國的 100 MB 方案從 $0.30 起，換算下來每 GB 是 $0.00。比較不同業者時該看的就是這個數字，因為掛在不同流量上的標價其實什麼都說明不了。

多數業者不太希望你做的比較，是實際用掉的每 GB 成本。針對旅行數據的獨立調查指出，購買的流量中有 20% 到 35% 因為過期而消失，因為第三十天到期的方案會直接刪掉你沒用完的部分。Orbislo 的流量沒有到期日，你付過錢的那一 GB，下一趟旅行還在。同樣的標價，等於多出 25% 到 40% 真正能用的流量；在法國，這代表實際成本比較接近每 GB $0.00，而不是 $0.00。

抵達法國之後

出發前先在家裡的 WLAN 上安裝。設定檔會在你還有可信任的連線時下載完成，接著就靜靜待著，直到你降落在法國並連上 Orange。

落地後只有一件事要檢查：Orbislo 這條門號的數據漫遊必須打開。iOS 和 Android 預設都是關閉的，而這裡的漫遊跟資費無關，因為方案是預付的，根本沒有帳單會被灌爆。把 Orbislo 那條打開、原本那條關著，你原本的號碼就能繼續接電話和銀行驗證碼，而且不會產生費用。

法國各地的涵蓋情形

上面的數字是整個法國的數字，而全國數字會蓋掉真實的差異。我們另外公布Paris、Nice、Lyon 和 Bordeaux的數字，因為首都和海邊小鎮之間的差距，往往比兩個國家之間還大。

在法國受限的服務

Stolen handset blocking: Under article L34-3 of the postal and electronic communications code, a handset reported stolen is blocked by its IMEI within four working days of the operator receiving the official theft report sent by the police or gendarmerie. The complaint should quote the IMEI, which dialling *#06# displays.

關於法國值得知道的事

法國在歐盟 roam like at home 區域之內，所以來自其他 EU 國家的資費方案在這裡以該國國內價格計費，並受業者可在四個月期間內採用的公平使用判定約束。
歐洲漫遊規則不涵蓋法國領土內部的漫遊，所以從本土前往海外省的行程，改由法國郵政與電子通信法典第 L.34-10 條規範。
French law obliges operators to keep each user's civil identity until five years after the contract ends, and that duty explicitly covers prepaid interpersonal communication services. A Conseil d'Etat decree sets how operators verify the identity given, so a French prepaid line is tied to a named person.
The identity record an operator must keep lists surname and first names, date and place of birth, postal and email addresses and phone numbers. Where signing up is paid for, it also keeps the payment type, reference and amount, plus the date, time and place of an in-person transaction.
Alongside 112, France runs its own emergency numbers: 15 for the SAMU medical service, 17 for police, and 18 for firefighters whenever a life is in danger. Deaf and hard of hearing callers use 114, which is free and takes SMS, chat, video calls or fax around the clock.
Dial 196 from a mobile on land to reach the regional sea rescue centres about someone in trouble at sea, and 191 to report an aircraft accident or a missing aircraft. A risk to your safety or other travellers' can be reported on 3117 by voice or 31177 by SMS.
FR-Alert, the state public warning system, has used cell broadcast on 4G since the end of June 2022. It reaches every phone connected to the network inside the alert zone with no sign up, and it appears even on a locked or silenced phone, though not on one switched off or in airplane mode.
FR-Alert messages can be issued in several languages, particularly for areas known to draw tourists, so a warning received near a major sight may not arrive in French only.
The French rule that extends domestic pricing between territories covers mainland France, French Guiana, Martinique, Guadeloupe, Réunion, Mayotte, Saint-Martin, Saint-Barthélemy and Saint-Pierre-et-Miquelon. New Caledonia, French Polynesia and Wallis and Futuna are not on that list.
On a ship or a plane, a phone that connects to an onboard satellite network leaves the EU roaming rules and can be billed with no price cap. Service from land masts in a harbour, on a river or at an airport still counts as ordinary roaming.
When a SIM from another EU operator roams onto a French network, the French network may not charge the home operator for emergency communications or for passing on the caller's location, and the home operator must text the user on arrival that 112 is free.
