在葡萄牙，74 Mbps 實際代表什麼

在葡萄牙使用 Orbislo 的一般下載速度：74 Mbps。這和歐洲的中位數 71 Mbps 差不多。換句話說，在葡萄牙連網這件事不太會讓你注意到它，而這是好事。

第十百分位是 20 Mbps。中位數和下限之間有這樣的落差很常見，煩躁也就從這裡來：多數時候很快，在最擁擠的那幾個百分比的時刻明顯變慢，通常發生在尖峰時段的車站和機場。

這個速度下，手機上做的任何事都不會被連線拖住。視訊通話很順，筆電開熱點可以撐一整個工作天，大批照片備份也不必特地安排時間。

你會連上哪些電信網路

這件事比檯面上的速度更重要。現在市面上的旅行 eSIM 幾乎都只是把每個國家的單一上游合約轉賣出去，所以那個網路狀況不好的那一小時，你就跟著不好，唯一的辦法是再向別家買第二張 eSIM。背後有多個網路的設定檔，可以替你做一個你永遠不會看到的決定。

葡萄牙的 5G：有，非獨立組網。值得知道的是，旅行設定檔能用 5G 是常態而非特例，真正決定旅程體感的是上面那個第十百分位，不是狀態列上的世代標示。

在葡萄牙的上網費用

葡萄牙的 500 MB 方案從 $0.32 起，換算下來每 GB 是 $0.00。比較不同業者時該看的就是這個數字，因為掛在不同流量上的標價其實什麼都說明不了。

多數業者不太希望你做的比較，是實際用掉的每 GB 成本。針對旅行數據的獨立調查指出，購買的流量中有 20% 到 35% 因為過期而消失，因為第三十天到期的方案會直接刪掉你沒用完的部分。Orbislo 的流量沒有到期日，你付過錢的那一 GB，下一趟旅行還在。同樣的標價，等於多出 25% 到 40% 真正能用的流量；在葡萄牙，這代表實際成本比較接近每 GB $0.00，而不是 $0.00。

因為不會過期，買葡萄牙的流量最省的方式，是買得比你以為需要的少一點，不夠再加值。加值大約十秒就好，也不用安裝任何東西。買太多在別的地方是昂貴的錯誤，在這裡只是沒差。

抵達葡萄牙之後

出發前先在家裡的 WLAN 上安裝。設定檔會在你還有可信任的連線時下載完成，接著就靜靜待著，直到你降落在葡萄牙並連上 MEO。

落地後只有一件事要檢查：Orbislo 這條門號的數據漫遊必須打開。iOS 和 Android 預設都是關閉的，而這裡的漫遊跟資費無關，因為方案是預付的，根本沒有帳單會被灌爆。把 Orbislo 那條打開、原本那條關著，你原本的號碼就能繼續接電話和銀行驗證碼，而且不會產生費用。

上面的數字是整個葡萄牙的數字，而全國數字會蓋掉真實的差異。我們另外公布Lisbon、Porto、Madeira 和 Algarve的數字，因為首都和海邊小鎮之間的差距，往往比兩個國家之間還大。

離開城市之後，涵蓋情形和世界各地一樣：主要幹道和觀光廊帶訊號良好，進到山區和水上就變薄。沒有任何旅行 eSIM 能改變這件事，因為用的是當地居民同一套實體網路。多網路設定檔能改變的，是你可以使用現場哪一座基地台。

關於葡萄牙值得知道的事

葡萄牙在 roam like at home 區域之內，所以在該清單上另一個國家買的用量，在這裡就以在自國的價格使用。
Azores 和 Madeira 本身就算在該區域之內，並在歐洲用量可以免附加費一起走的地方清單上分別列名，所以到島上的行程不會比本土貴。
On a MEO prepaid plan with compulsory top ups, a missed top up deadline stops outgoing calls but keeps incoming calls for 90 more days. After that the card expires and the remaining balance and loyalty points are lost, unless it is topped up within those 90 days.
MEO prepaid plans without compulsory top ups stay active only if the line makes or receives a paid call every 90 days. A card with no usage, payments or top ups for 30 days is also charged an inactivity fee of 1.80 euros, announced by SMS, on plans with no maintenance charge.
Portuguese law entitles a customer to a credit when a service is down for more than 24 hours in a billing period through no fault of their own. On a prepaid line the operator adds it to the balance without being asked, and an outage lasting more than 15 days allows the contract to be cancelled at no cost.
When a Portuguese prepaid number moves to another operator, the old operator must refund the remaining balance on request within ten working days, and any fee for the refund is capped at 1 euro.
Under the EU fair use rules, a home operator can add roaming surcharges only after watching a customer's usage and presence for at least four months and finding evidence of abusive or anomalous roaming, and it must warn the customer before charging anything extra.
EU roaming rules treat freephone, premium and shared cost numbers as value added services, so calling a Portuguese freephone number on a plan from another EU country can cost more than the domestic price. The home operator must send a free message about that risk on arrival.
On ships and aircraft, phones can connect to onboard satellite networks that sit outside the EU roam like at home price. EU rules require home operators to take reasonable steps to protect customers from those charges, such as letting them opt out of such networks free of charge.
On entering Portugal, a traveller on a plan from another EU country must receive a free automatic message with personalised prices, including VAT, for calls and SMS there, unless they have told their operator they do not want it.
After the power cut of 28 April 2025, ANACOM recommended upgrading Portugal's public warning system to support cell broadcast and setting a minimum run time for the batteries and generators that keep network equipment working.
