- Participating US carriers must carry four classes of Wireless Emergency Alerts: national alerts issued by the President or FEMA, imminent threat alerts, AMBER alerts for abducted children and public safety messages. A Public Safety Message may only be sent alongside one of the other three.
- Carriers may let customers opt out of imminent threat alerts, AMBER alerts and public safety messages, but national alerts are not on the list of alerts a customer can switch off.
- Carriers that take part in Wireless Emergency Alerts must transmit alerts issued in Spanish or containing Spanish characters, so Spanish language warnings reach phones in the target area as well as English ones.
- Participating carriers must support Wireless Emergency Alerts that include an embedded web address or telephone number, so an alert can point straight to further instructions online or to a number to call.
- Taking part in Wireless Emergency Alerts is a decision each carrier makes: it must file a letter with the FCC saying whether it will transmit the alerts, in whole or in part, or not at all.
- Federal rules call a phone with no valid service contract a non-service-initialized handset. When carriers hand such phones out for 911 access, each must carry a label warning that the 911 operator cannot call the user back and that the caller should give the exact location straight away.
- The text to 911 rules cover not only mobile carriers but also messaging apps that can text ordinary US phone numbers, so those apps are bound by the same automatic bounce-back reply when texting 911 is not available where the user is.
- Wireless Emergency Alerts are targeted by location: a carrier must deliver an alert to the whole target area drawn by the issuing agency with no more than a tenth of a mile of overshoot, so a phone receives it because of where it is, not where its plan was bought.
- Dialling 988 from any US mobile or VoIP line reaches the national suicide prevention and mental health crisis hotline. Every carrier and interconnected VoIP provider must route those calls to it.
- Federal rules push 911 location beyond a map pin: national carriers had to deploy either a street address with floor or suite detail, or vertical location accurate to within 3 meters for 80 percent of calls from capable phones, nationwide by April 2025.
