- OPT-NC, legal monopoly: New Caledonia has a single mobile network. The public office OPT-NC holds the legal monopoly on public telecommunications services, including mobile and fixed telephony, as the territory's competition authority set out in its March 2024 opinion. Every local SIM therefore runs on the same infrastructure.
- OPT-NC, status: OPT-NC has been a public industrial and commercial establishment since 1958. Its organisation is set by a deliberation of the Congress of New Caledonia dated 23 October 2000, and its telecommunications missions are laid down in the territory's posts and telecommunications code.
- Helia by OPT-NC: Since 15 July 2025 OPT-NC has traded as Helia. The new operator brand brought all of its mobile, internet, fixed line and business services together under a single identity.
- OPT-NC, customers: At the end of 2025 OPT-NC counted 250,443 mobile customers, down from 255,752 a year earlier. Of these, 131,628 were on monthly subscriptions and 118,815 on Liberté prepaid offers.
- Internet providers and satellite: Fixed internet access is the only telecom market open to rivals, through providers that rent OPT-NC's infrastructure. A 2024 draft law to let satellite operators sell internet access explicitly left mobile and fixed telephony inside the OPT-NC monopoly.
Les anciens réseaux en Nouvelle-Calédonie
- The 2G network was retired in stages: no new 2G sites were built from 2019, the first areas were switched off in 2022, and 2G ended for good on 31 December 2025. Phones that list only GSM, along with older alarms and sensors, can no longer connect.
- The operator's annual report confirms that 2G was switched off definitively on 31 December 2025, and says the move lets it concentrate investment on more efficient mobile technologies.
- Voice over 4G, VoLTE, was scheduled to go live in 2026. The operator also planned for every mobile site to carry 4G by the end of 2025, with extra capacity on more than half of them.
La 5G en Nouvelle-Calédonie
- OPT-NC ran a 5G pilot at the Station N site in Nouville, Nouméa, during 2024, testing very high speed connectivity and professional uses before any public launch.
- In May 2025 the operator said New Caledonia had chosen to strengthen its 4G+ network rather than rush into 5G, with 4G already reaching 99 percent of the population.
- The 2026 plan set the start of 5G deployment for March 2026, with 20 5G sites in places of heavy footfall and movement, alongside about 30 new sites to reach areas that still have no coverage.
- The operator ties its 5G preparation to the heavy concentration of mobile use in the Southern Province, home of Nouméa, while stating that remote parts of the territory must keep equal access to digital services.
Le réseau en Nouvelle-Calédonie : à savoir
- At the end of June 2026 the mobile network had 566 sites in service, 563 of them with 4G and 171 with 4G+. New relays that quarter covered Tontouta village and the RT1 road, Boulari in Mont Dore, Poum, Ouégoa and Pouembout.
- In 2025 the operator opened 31 new mobile sites across 20 communes and added 33 4G+ extensions, taking the network from 530 sites at the start of the year to 557 at the end.
- Local 3G runs on the 900 and 2100 MHz bands and 4G on 800 and 1800 MHz, so a visiting phone needs at least one of these bands to register on the network.
- On the Côte Oubliée south of Thio, steep terrain and dense vegetation block signals from the main island, so tribes between Port Bouquet and Grand Borindi depend on a relay on Tupéti islet. There is no fibre or copper there, and 4G was still being prepared in 2026.
- Gondwana-1, laid in 2008, runs 2,152 km from Nouméa to Sydney. While it was the only international cable, the operator warned that a fault would cut the territory off from the global internet for days or even weeks.
- Gondwana-2 added a second international route in 2022, 1,515 km from Nouméa to Suva in Fiji. Domestic cables link the islands: PICOT-1 joins Poindimié to Ouvéa and Lifou, and PICOT-2 connects Mont Dore, Yaté, Maré, Lifou and the Isle of Pines in loops that help during storms.
- Because power cuts have become more frequent and longer, the operator is fitting its most strategic mobile sites with high capacity batteries giving 2 to more than 6 hours of backup, with about fifty sites due by the end of 2026.
- The riots that began on 13 May 2024 damaged 46 OPT-NC properties at an estimated cost above 585 million CFP francs. Several agencies were closed for a time, cutting access to telecom counters as well as postal and banking services.
