- Varna has no metro or urban rail. The airport is about 7 km from the centre, the only scheduled public link is the city bus, and the main railway station is a separate trip.
- Varna's buses and trolleybuses are run by two companies, Gradski Transport EAD and Chensfild. The municipality points visitors to varnatraffic.com and busvarna.com for routes, stops and live schedules.
- Paper tickets from machines at the stops cost €1.00 for 60 minutes, €1.30 for 90 minutes and €2.00 for a day ticket valid until midnight. A machine ticket must be validated on boarding and at every transfer; one bought on board only at a transfer.
- The municipality's TTickets Varna app, which replaced the older TicketVarna and busVarna apps, sells cheaper e-tickets: €0.51 for 60 minutes, €0.77 for 90 minutes and €2.05 for 24 hours. It accepts Google Pay and Apple Pay, and a ticket starts running only when validated on the bus.
- Bus 409 from the airport reaches the Central Bus Station in about 15 minutes, Sts. Constantine and Helena in 30 and Chayka in 35. Its extension to Golden Sands runs in the summer season only.
- From the Central Railway Station, bus 9 runs through the centre past the Dolphinarium to Sts. Constantine and Helena, bus 31A also reaches that resort, and trolleybus 82 goes by the post office to the Vladislav Varnenchik park-museum.
- Varna Central Railway Station, one of the oldest in Bulgaria, is a junction with three lines to Sofia and others to Karnobat, Ruse, Plovdiv, Pleven, Shumen and Dobrich. Tickets can be bought online through the BDZ booking system.
- The Central Bus Station on Vladislav Varnenchik Boulevard handles only long-distance and regional coaches, including services to Bucharest, Constanta and Istanbul; the coach to Sofia takes about six hours. City buses 22, 41, 43, 148 and 409 stop there, and its left-luggage room closes at 19:00.
- Varna taxis are yellow or green, marked ТАКСИ or TAXI, and carry their tariff on the windows.
- Paid Blue Zone street parking operates every day from 9:00 to 20:00, official holidays excepted. The municipal enterprise behind it, at varnaparking.bg, also runs the city's car parks.
