ブラジルの 49 Mbps が実際に意味すること
ブラジルで Orbislo を使ったときの一般的なダウンロード速度：49 Mbps。これは南米の中央値 34 Mbps をはっきり上回る水準です。
十パーセンタイルは 12 Mbps です。中央値と下限のこの差は珍しくありませんが、ストレスが生まれるのもここです。ふだんは速く、いちばん混み合う数パーセントの場面、たいていはラッシュ時の駅や空港で、はっきり遅くなります。
地図、メッセージ、ビデオ通話、高画質の動画配信、ふだんの仕事のためのノート PC のテザリングまで、多くの旅行者がすることは一通りまかなえます。ただし、一日分の RAW 写真を何も考えずにアップロードするには足りません。
接続するネットワーク
ブラジルでは、Orbislo は Vivo、Claro を使って通信します。端末はそのどちらか一方に縛られません。つないでいるネットワークが混雑したり切れたりすると、プロファイルがもう一方へ移します。確認画面は出ず、気づくのは通信が途切れなかったという結果だけです。
これは表示速度よりも効いてきます。いま売られている旅行用 eSIM のほとんどは、国ごとに一つの提携契約を再販しているだけです。そのネットワークの調子が悪い時間帯は、そのまま自分の悪い時間帯になり、逃げ道は他社の eSIM をもう一枚買うことしかありません。複数のネットワークを持つプロファイルは、利用者が見ないところで判断を下せます。
ブラジルの 5G は あり、ノンスタンドアロン。旅行用プロファイルで 5G が使えるのは特別なことではなく当たり前だという点と、旅の体感を決めるのはステータスバーの表示ではなく上の十パーセンタイルだという点は、知っておく価値があります。
ブラジルのデータ料金
ブラジル向けの 100 MB プランは ￥0 からで、1 ギガあたり ￥0 です。事業者を比べるときに見るべきはこの数字です。容量の違うプランに付いた表示価格を並べても、何もわかりません。
多くの事業者があまり比べてほしくないのが、実際に使えたギガあたりの単価です。旅行用データの独立調査では、購入したデータのうち有効期限で消えてしまう割合は 20 から 35 パーセントとされています。三十日で切れるプランは、使いきれなかった分をそのまま削除するからです。Orbislo のデータに有効期限はないので、支払ったギガは次の旅行にもそのまま残ります。同じ表示価格でも使えるデータは 25 から 40 パーセント増える計算で、ブラジルでいえば実質の単価は 1 ギガ ￥0 ではなく ￥0 に近づきます。
期限がないので、ブラジル向けに買うときは、必要だと思う量より少し少なめに買って、足りなくなったらチャージするのがいちばん安く済みます。チャージは十秒ほどで終わり、インストールも不要です。買いすぎは他社では高くつく失敗ですが、ここでは損も得もありません。
ブラジルに到着したら
出発前、自宅の WLAN でインストールしてください。信頼できる回線があるうちにプロファイルをダウンロードしておけば、あとはブラジルに着いて Vivo につながるまで、静かに待っているだけです。
着いてから確認することは一つだけです。Orbislo の回線でデータローミングをオンにしてください。iOS でも Android でも初期状態はオフです。ここでいうローミングは料金とは無関係で、プランは前払いなので請求が膨らむことはありません。Orbislo の回線だけオンにし、ふだんの回線はオフのままにしておけば、いつもの番号で通話も銀行の認証コードも受け取れて、費用はかかりません。
ブラジル各地のつながりやすさ
上の数値はブラジル全体のもので、全国の数値は実際の差を覆い隠します。Rio de Janeiro、Sao Paulo、Salvador、Florianopolisについては個別の数値を公開しています。首都と海沿いの町の差は、国と国の差より大きいことが多いからです。
都市を離れると、つながり方はどこの国とも同じです。幹線道路と観光ルートはよく整備され、山間部と海上では薄くなります。旅行用 eSIM でこれは変わりません。現地の人が使っているのと同じ物理ネットワークだからです。複数ネットワークのプロファイルが変えるのは、その場にある基地局のうちどれを使えるかという点です。
ブラジルで現地 SIM を買うには
Activating a new prepaid chip means entering a CPF tax number, a date of birth and a residential postcode, then photographing an original photo ID and taking a selfie. The operator does not switch the line on until that registration is complete and correct.
ブラジルで制限されていること
- X (Twitter): On 30 August 2024 a Supreme Court justice ordered X suspended across Brazil, told Anatel to enforce the block, and set a daily fine of R$50,000 for any person or company using technological workarounds to keep using it.
- WhatsApp: Brazilian criminal courts have ordered WhatsApp suspended nationwide, including a 72 hour suspension issued in Lagarto, Sergipe, and another order from Duque de Caxias, Rio de Janeiro. Both times the president of the Supreme Court restored the service by injunction.
ブラジルで知っておきたいこと
- 無線の周波数で電波を出す機器は、携帯電話でもタブレットでもモバイルルーターでも、ブラジルで販売または使用される前に Anatel の認証を受けるか、Anatel が認める認証を保有していなければなりません。認証を受けたことは、機器本体または箱に付いたシールか Anatel のコードで示されます。
- Anatel は、海外で端末を手に入れる前に、それがブラジルの通信網に対応しているか、そして販売者の契約がその販売者自身の通信網の外での利用を制限していないかを確認するよう、購入者に呼びかけています。
- Anatel は、端末に登録された制限が付いているかどうかが分かる公開の IMEI 検索を提供しています。SIM スロットが 2 つある端末はそれぞれに IMEI があるため、両方を確認する必要があります。
- If the online activation steps fail or are left unfinished, the operator sends a reminder, and the line can still be activated in person at one of the operator's shops on showing a personal identity document.
- TIM registers a visitor's prepaid chip with a passport number, a Brazilian foreigner registration number (RNE) or a foreign identity card, plus the address where the visitor is staying. A foreign identity card is accepted only from visitors from Mercosur countries.
- Federal Law 10,703 of 2003 obliges every prepaid operator to keep an up to date register of its users with full name, full address and an identity document or CPF number, and to hand that record to a judge on request.
- The same law requires a prepaid user to report straight away a lost or stolen handset, a change of the handset's owner or any change in registration details. Failing to do so can bring a fine of up to R$50 and a block on the line.
- Prepaid credit must stay valid for at least 30 days, and its expiry has to be shown before purchase, including at electronic top up points. Every operator must also sell credit valid for 90 days and for 180 days at reasonable prices.
- While a prepaid contract is still running, a new top up revives any unused balance, even balance that has already expired, and all of it takes whichever validity is longer, the new credit's or the old.
- When prepaid credit runs out or expires, the operator may suspend the line 15 days after notifying the user. For the first 30 days of suspension the line still receives calls and texts and can still reach emergency services, and after 60 days the contract may be ended.
- Operators must give prepaid users a free, real time way to check their credit and its expiry date, and must warn them when credit is about to run out or expire, and when usage is nearing a plan's allowance.
- The main emergency numbers are 190 for the military police, 192 for the SAMU ambulance service and 193 for the fire brigade. From a mobile phone, 112 and 911 also reach the military police, and every call to a public emergency service is free.
- Brazil's national three digit codes also include 191 for the Federal Highway Police, 185 for Navy sea and river emergencies, 198 for the state highway police and 199 for civil defence.
- A Mercosur agreement in force for Brazil since 21 November 2025 requires operators in Argentina, Paraguay and Uruguay to charge their customers visiting Brazil their home prices for calls, messages and data, from an application date set by a joint technical committee.
- The same Mercosur agreement commits Brazil to minimise obstacles to technological alternatives to international roaming, so that visitors from the other member countries can use telecom services on the devices of their choice.
- Under the Brazil and Chile free trade agreement, in force since 25 January 2022, Chilean operators must bill their customers in Brazil at home prices for calls, texts and mobile data, under a roaming rule set to apply within one year of the agreement taking effect.
- A handset reported stolen or lost in Brazil can be barred from every Brazilian mobile network: its IMEI goes on the national impeded device register, CEMI, which is copied to all operators. The request needs the line number in use, the date and time of the loss and proof of identity.
